Strategic Performance Management in Kansas, Missouri and Arkansas

C3 and SC3 at OU with the Building State Capacity and Productivity (BSCP) Center are leading department of education staff members in Kansas, Missouri and Arkansas through a strategic planning and improvement cycle process focused on improving organizational effectiveness and accomplishing agency missions. State leaders develop ambitious goals, strategies, milestones and action plans, then engage actively in implementing their strategic plans. The Kansas State Department of Education (KSDE) has reorganized itself around the key work identified in its state board goals. The Missouri Department of Secondary and Elementary Education (DESE) Office of College and Career Readiness is beginning to incorporate the strategic performance management process into its organizational structure, as well (pictured above). After going through this process, the Arkansas Department of Education (ADE) worked with the state legislature to modify, add or repeal state laws to support implementation of the strategic plans. Department staff members will build capacity through the SPM process to improve productivity, strategic planning and performance management by guiding leadership and aligning resources. As a result, the states will have increased ability to support districts and schools and, ultimately, improve teaching and learning for students at the local level.

English Language Development in Missouri

C3 at OU and the Missouri Department of Elementary and Secondary Education (DESE) are collaborating on the English Language Development coaching initiative. The goal of this initiative is to ensure that English learners (ELs) are supported the entire school day by teachers who not only understand the student’s language and cultural background, but also are comfortable and confident designing units that are comprehensible and accessible to all learners. C3 will provide assistance in developing and scaling up the English Language Development Coaching Model to build the capacity of educators providing effective instruction to ELs in their classrooms. The first collaborative learning session held in November 2017 provided over 70 educators and coaches in Missouri with effective instruction techniques for ELs. The 2017-18 school year will be spent piloting and problem solving with interested school districts.
