Suggested Components of an Evaluation Plan

Specific components of a successful evaluation design include:

    •    Formative Evaluations that take place throughout the grant period at specified intervals (i.e. quarterly, end of grading periods, etc.). This type of evaluation provides the on-going feedback needed for examination, change and improvement of various parts of the grant.
    •    A Summative Evaluation that takes place at the end of the grant period and is often used for End-of-Grant Reports.
    •    Internal Evaluation that is conducted by the Grant Manager or specific departments or individuals within the school system, often a part of the Summative Evaluations.
    •    External Evaluation that is conducted by an external agency, frequently contracted through funds provided in the grant. Often, universities or youth agencies have a department that specializes in External Evaluation for the Summative Evaluations.
    •    Objective Performance Measures, including a variety of aggregate and disaggregate data, both quantitative and qualitative, including—but not limited to—test scores.
    •    Various data-collection methodologies, including surveys, focus groups, interviews, observations and reports. These can be a combination of professionally-prepared materials and locally-prepared data collection tools.
