The following questions were extracted from Data Collection & Program Improvement for English Language Learners produced by the former Southern California Comprehensive Assistance Center.

Instructional Services Sample Critical Questions

  • What is the comparison in achievement data (mean NCE's, standardized tests, CRT's, etc.) of ELL students in:
    • mainstream classrooms,
    • a structured English immersion program,
    • a bilingual instructional program, and
    • an alternative course of study? (Establish baseline data).
  • What is the comparison in pre- and post-test scores in a specified period of time for ELL students? Document growth over time for students in
    • mainstream classrooms,
    • a structured English immersion program,
    • a bilingual instructional program, and
    • an alternative course of study?
  • How long does it take for ELL students who receive English only instruction, bilingual instruction, and alternative services to be redesignated? (Disaggregate by ELL level upon initial identification, amount of time in program, grade on entry and literacy level).
  • What is the comparison in achievement data (standardized tests, CRTs, etc.) between ELL students who receive listed instructional services and a like population of ELL students who do not receive the same instructional service (E.G., ELL students in bilingual education vs. ELL students not in bilingual education)?
  • How long does it take ELL Special Education students from initial identification to redesignation? Compare the time for ELL students who receive primary language instruction with those who do not.
  • What is the percentage of ELL students in Gifted and Talented programs and Special Education programs?
