While Serving English Language Learners with Disabilities- A Manual for Illinois Educators is written as a resource for Illinois educators, all educators will find the general information it contains useful. The following chapters address a number of issues associated with ensuring ELL students access to special programs.

Chapter 1: Serving English Language Learners with Disabilities: Illinois Requirements The purpose of this chapter is to provide an overview of Illinois rules and regulations concerning the assessment and instruction of English language learners (ELLs) with disabilities.

Chapter 2: Disproportionate Representation of English Language Learners in Special Education The purpose of this chapter is to emphasize the problem of disproportionate representation of English language learners (ELLs) in special education and to suggest a model of best practice for intervention.

Chapter 8: Accommodations and Modifications for English Language LearnersThe purpose of this chapter is to provide an overview of accommodations and modifications that can be implemented in the various educational settings where English language learners (ELLs) with disabilities may be placed.

Chapter 9: Technology for English Language Learners withDisabilitiesThe purpose of this chapter is to clarify issues related to the procurement and use of technology for English language learners (ELLs) with disabilities for teachers and parents.
